So originally I was just going to ink this guy for the contest, but then I realized that I wanted the fins to be transparent, and just the lines made that messy, so I decided to color it, but then to really make the glowy bits stand out it needed a background, and by the time it was finished it seemed stupid not to just throw some water back there and I'd already gone glow-happy, so the bubbles and currents weren't much of a stretch. And there you have it. I think he turned out pretty cool anyway.
